A Dashboard Message must be created before it can be assigned. For help creating a Dashboard Message, follow the steps in this article.
Steps to add a Dashboard Message to a Dashboard
Step 1 – On the Navigation Bar, select "Program Administration" then "Manage Dashboard Messages".
Step 2 – Next you will select which Dashboard Message you wish to add by clicking on its "Message Title".
Step 3 – Now you will be able to edit who will be able to receive this Dashboard Message and where it will populate.

Select which Dashboards will show this message by checking the box to the left of the Dashboard type.
Select recipients based on User roles, Site, and Program. To change Users who can view the Dashboard Message, use the checkboxes at the top of the page. To change what Sites and Programs have access to view the Dashboard Message, use the Site and nested Program selection below.
Now you will be able to edit/view settings for any Dashboard Message on your Enterprise.
