Answer: The count of clients in the "Data Not Collected" row of Q20b in the APR includes clients who are not yet eligible for an annual assessment (i.e., clients who have been in the project for less than a year as of the report end date).
According to HUD's APR and CAPER Programming Specifications (version 5, p 53), "Stayers that have not been in the project long enough to receive an Annual Assessment should be reported in row 5." Row 5 of Q20b is "Data Not Collected."
