ETO-360 | ETO HMIS: Fix for Clients Incorrectly Flagged in Data Validations

Previously, clients were incorrectly flagged in data entry for Data Validations as having entered and exited a Program in the same day. Now, clients should not be flagged as having entered and exited a program in the same day if that is not true. Data Validations are working as expected.

ETO-457 | Alerts Fix: Email Not Sending to Emails with Hyphen in Domain

Previously, Alerts were not sent when an email domain contained a hyphen. Now, alert emails are sent to domains with hyphens.
