ETOC-11746 - ETO HMIS Fix for ProjectCoC.csv File Not Showing All Projects
Previously, Project CoC.csv was pulling in only one row of data for a project and its CoC code when many projects also had the same CoC code; Now, ProjectCoC.csv will pull in all projects that share the same CoC code.
